Strategy & Methods

In 1995, the Israel Police command decide to adopt community policing methods with the aim of achieving the police’s goals more efficiently. The reasons that prompted the Israel Police to adapt its methods of operation to changing social processes include:
  • Decentralization of centers of power in Israeli society and a consistent process of transferring influence from the national level to the local municipal level (increased power of the local authority, community administrations, neighborhood committees and others).
  • Increased awareness of the need for quality service in the business sector began to trickle down to the public sector as well.
  • Increased awareness of individual rights and the needs of special populations: immigrants, Arabs, youths, senior citizens and the ultra-Orthodox.
  • Greater exposure to the media and the building of a written and electronic communications network.
The Community and Civil Guard department determines policy under which all the branch and field units operate in order to establish partnerships with office-holders and bodies in the public, private and business sector. The objective is to create a unified front involved in fighting crime and to pool all existing resources within the community for this need. Pooling resources increases the effectiveness of their use and prevents overlap and waste.

  • Increases the flow of information about crime from the community to the police.
  • Makes better use of the potential resources channeled into the fight against crime.
  • Develops quality policing based on effective quality indexes.
