Since the establishment of the Israel Police’s Community and Civil Guard
Department in 1999, it has focused on overseeing all matters relating to
volunteering with the Civil Guard and community affairs and endeavored to
promote, entrench and leverage this field and transform it into an integral
part of life in Israel in every possible way.
In difficult times, when the range of problems that the Israel Police has to
deal with is gradually increasing, while the number of policemen remains the
same and does not rise accordingly, Civil Guard volunteers in classic security
jobs, various special units and the traffic police play a central role and
serve to double the size of the regular police force.
The department is responsible for expanding the ranks, operating and training
volunteers and looking after them, in cooperation with the network deployed
throughout the system with the goal of enhancing security and increasing the
circle of volunteers and the scale of their operations.
In addition, a derivative of this department, which is charged more than any
other police division with maintaining connections with the public, is also
responsible for instilling the concept of community policing within the police
and among the public. In this framework all work together with the community to
increase its quality of life, focus on the needs of the various groups and
sectors, improve service as a whole and quality of service, decentralize police
services and use different models as tools to fight crime and embed them in
public consciousness.
Developing a leisure culture and community awareness in Israeli society,
developing a sense of communal responsibility in the business sector, growing
willingness to pool resources of local authorities and the police and
implementing the community policing approach, which contributes significantly
to the Israeli public’s quality of life all combine to present an overview of a
society willing to volunteer, contribute, initiate and take responsibility for
its fate into its own hands. This section will elaborate on all of the above.
