A little history…

“The government of Israel and the Palestine Liberation Organization, the representative of the Palestine people hereby agree to the following…”
In September 1993, the Oslo Accord was signed. In this agreement, the State of Israel recognized the Palestine Liberation Organization as the representative of the Palestinian people and agreed to give it autonomy in parts of Judea, Samaria and Gaza.
In May 1994, an agreement was signed in Cairo regarding the Gaza Strip and Jericho, which was nicknamed “Gaza and Jericho First.” This agreement stipulated among other things that each party would take the necessary measures to prevent acts of terrorism, crime and hostility against the people under the jurisdiction of the other side and their property. In addition, the agreement stated that the two sides would work in cooperation with each other.
According to the agreements, the Israel Police was asked to set up an operational command headquarters for liaising and coordinating police activities. The headquarters that was set up, the SJS (Samaria, Judea, Shimshon) command, began operating out of a building in Ras al-Amud.
